Catalyzes the conversion of dihydroorotate to orotate with quinone as electron acceptor. The protein encoded by this gene catalyzes the fourth enzymatic step, the ubiquinone-mediated oxidation of dihydroorotate to orotate, in de novo pyrimidine biosynthesis.
